Hence, the Convention should be used as a catalyst for greater coherency in anti-corruption policies among the development aid, law enforcement and foreign policy areas of government.

As concerns the request contained in operative paragraph 11, it is to be noted that the Global Programme against Corruption focuses its efforts mainly on three areas: (a) the development and promotion of standards, policies and practical tools for the Conference of the States Parties to the United Nations Convention against Corruption geared at guiding Member States in ensuring full compliance with the Convention (General Assembly resolution 58/4, annex); (b) coordination and cooperation with other international and regional organizations in order to enhance consistency and coherence of anti-corruption policy and technical advice in the light of the Convention and to avoid unnecessary duplication of efforts and enhance the effective use of scarce development resources; and (c) assistance to Member States through policy advice and technical expertise in implementing key provisions of the Convention, including the creation and/or the strengthening of anti-corruption bodies and the courts, as well as supporting asset recovery.
وفيما يتعلق بالطلب الوارد في الفقرة 11 من منطوق القرار، تجدر الملاحظة أن البرنامج العالمي لمكافحة الفساد يركِّز جهوده أساسا على ثلاثة مجالات، هي: (أ) وضع وترويج معايير وسياسات عامة وأدوات عملية من أجل مؤتمر الدول الأطراف في اتفاقية الأمم المتحدة لمكافحة الفساد بهدف إرشاد الدول الأعضاء فيما يتعلق بضمان الامتثال التام للاتفاقية (مرفق قرار الجمعية العامة 58/4)؛ و(ب) التنسيق والتعاون مع سائر المنظمات الدولية والإقليمية من أجل تعزيز اتساق وتماسك سياسة مكافحة الفساد والمشورة التقنية المتعلقة بها على ضوء الاتفاقية، وتفادي ازدواج الجهود بدون داع وتعزيز استخدام الموارد الإنمائية الشحيحة استخداما فعالا؛ و(ج) تقديم المساعدة إلى الدول الأعضاء من خلال إسداء المشورة فيما يتعلق بالسياسات العامة وتوفير الخبرات التقنية في تنفيذ الأحكام الرئيسية في الاتفاقية، بما في ذلك إنشاء و/أو تعزيز هيئات لمكافحة الفساد والمحاكم، إضافة إلى دعم استرداد الموجودات.
