• The Bureau of Jail Management and Penology (BJMP) has issued Administrative Disciplinary Machinery (2003) to penalize employees for “maltreatment and abuse of any prisoner under one's custody” as well as for efforts to harass, intimidate, coerce, or unduly influence a complainant or any of his/her vital witnesses into withdrawing his/her complaint or retracting his/her sworn statement.
