وينص النظام الأساسي لحزب الثورة الديمقراطية، المعتمد في آذار/مارس 2004، على أنه ”عند تشكيل أجهزة الإدارة والتمثيل والقرار وطلب الترشيحات بنظام القائمة، يجب على الحزب، من خلال تدابير إيجابية، أن يكفل عدم حصول أي من الجنسين على تمثيل يزيد على 70 في المائة.
