Although it was pleased that the United Nations Postal Administration's activities had been stabilized, that its expenses had been reduced and that a small surplus was generated, it was alarmed at what it saw as an ominous statement in paragraph 10 of the report that there existed a hidden, yet very serious, liability threat to the United Nations Postal Administration because any of the $344 million worth of stamps sold could be redeemed for postage.
