  وبمراعاة أنه جرى العمل، منذ 1977،(9) على دعوة جميع الدول التي ليست أعضاء في اللجنة الى المشاركة في دورات اللجنة وأفرقتها العاملة كمراقبين على قدم المساواة مع الأعضاء، عرضت المذكرة مسألة زيادة عضوية اللجنة على النحو التالي: "أن الأثر الأساسي للعضوية في اللجنة قد يتجسد في رجحان أن تحظى الدولة العضو بفرصة تمثيل في اجتماعات اللجنة وأفرقتها العاملة أكثر من فرصة الدولة غير العضووقد تؤثر العضوية على موظفي الوزارات المنوط بهم مسؤولية عن القانون التجاري الدولي وعلى السلطات المالية.
