• These offices are supported by the Technical Advisory Branch and the other divisions/subprogrammes of UN-Habitat from its headquarters in Nairobi.

• The Regional and Technical Cooperation Division, through its regional offices and Technical Advisory Branch, is committed to strengthening the linkages between operational support to countries and cities and the normative elements of the UN-HABITAT work programme.
  تلتزم شعبة التعاون الإقليمي والتقني، عبر مكاتبها الإقليمية وفرعها الاستشاري التقني، بتعزيز الروابط بين الدعم التشغيلي للبلدان والمدن والعناصر المعيارية لبرنامج عمل موئل الأمم المتحدة.
• The division also provides substantive advisory services for project formulation and development, through its Technical Advisory Branch, which comprises a pool of interregional advisers based in Nairobi and Geneva.

• The Technical Advisory Branch has offered specialized technical expertise and operational support to requesting Governments and other Habitat Agenda partners through: short-term advisory services on high priority issues; identification, development and launch of innovative and illustrative cooperation programmes; and specialized support to the implementation, monitoring and replication of cooperation programmes.

• A Facilitative Branch responsible for assessing ongoing work and promoting understanding of the scientific and methodological underpinning of adaptation: Interacting with Parties, agencies and international institutions engaged in existing implementation of adaptation actions; Analysing existing work and identifying best practices for use in relevant circumstances; Identifying gaps in existing work and enhancing action to respond to gaps in existing work; Monitoring compliance by Parties of their commitments to support adaptation; A Technical Advisory Branch which is responsible for: the technical advisory group established to support the Executive Board of the Multi-Window Mechanism; advising on technical matters arising from the work of the Adaptation Committee; A Clearing House and Information Dissemination Branch responsible for dissemination of information generated by the Facilitative and Technical Advisory branches to users at the national level.

• During the biennium, an external evaluation was undertaken on the Branch's Advisory Services on Investment and Training (ASIT) financed by the Swiss Quick Response Window (QRW) trust fund.

• The Technical Advisory Branch has supported strategic global partnerships, including: UNDP - deployment of UN-HABITAT programme managers in selected country offices; UNEP - strategic partnerships on sustainable urbanization and on the implementation of General Assembly resolution 53/242 of 28 July 1999 (HSP/GC/19/11); innovative initiatives in collaboration with the Cities Alliance focusing on urban finance, poverty reduction and urban governance in Algeria, Madagascar and Morocco (see HSP/GC/19/INF/4); system-wide mechanisms for strengthening local authorities in their important role for achieving sustainable urbanization, including city-to-city cooperation (see HSP/GC/19/7 and HSP/GC/19/12).
  ودَعَمَ فرع الاستشارة التقنية الشراكة العالمية الاستراتيجية، بما في ذلك: قيام برنامج الأمم المتحدة للبيئة بتوزيع مدراء البرامج التابعين لموئل الأمم المتحدة في مكاتب قطرية منتقاة، والشراكات الاستراتيجية مع برنامج الأمم المتحدة للبيئة بشـأن التحضـر المستدام وتنفيذ قرار الجمعية العامـة 53/242 الصادر في 28 تموز/يوليه 1999 (HSP/GC/19/11)؛ والمبادرات الابتكارية بالتعاون والتعاضد مع تحالف المدن، تلك المبادرات التي تركز على التمويل الحضري، والتقليل من الفقر، وأسلوب الإدارة الحضرية، وذلك في الجزائر، ومدغشقر والمغرب (أنظر الوثيقة HSP/GC/19/INF/4)؛ كما دعم الآليات على نطاق المنظومة والتي ترمي إلى تعزيز السلطات المحلية في القيام بدورها المهم لتحقيق التحضر المستـدام، بمـا فـي ذلك التعاون مـن مدينـة إلـى مدينـة (أنظر HSP/GC/19/7 وHSP/GC/19/12).
