On 6 October 1999, the Special Rapporteur sent a joint allegation with the Special Rapporteur on the question of torture regarding the cases of Mark Chavudunka, editor of the independent Sunday newspaper The Standard, and Ray Choto, chief reporter for the same newspaper.
