• The independent expert urges creditors and debtors to undertake and/or support rigorous, transparent examinations of their debt/lending portfolios in order to assess the potential impact of debt on the ability of debtor countries to achieve their development objectives, including the Millennium Development Goals, and to fulfil their human rights obligations.

• Client reporting. This initiative is built around four sub-projects: (i) creation and implementation of a short-term workaround to produce detailed client expenditure reports; (ii) development and implementation of a holistic project set-up and quality assurance practices, to ensure data cleanliness of new and existing projects in the UNOPS portfolio of business; (iii) assessment of internal control environments and implementation of required changes; (iv) development and implementation of a longer-term client reporting system.

• Assessments and inventories of environmental issues related to freshwater resources; Contributions to regional reviews of the implementation of chapter 18 of Agenda 21 (“Protection of the quality and supply of freshwater resources: application of integrated approaches to the development, management and use of water resources”), World Summit on Sustainable Development targets and the goals of the Millennium Declaration in relation to water, including the analysis and identification of best practices; Facilitation of preparation and implementation of national IWRM and efficiency plans, with a focus on environmental aspects to assist Governments to achieve the Johannesburg Plan of Implementation target of integrated water resources management and efficiency plans by 2005; Establishment and facilitation of international, regional and national processes for implementation of the water policy and strategy on a regional and subregional basis; Projects for the environmentally sound management of specific river basins; Pilot projects approved by all affected countries that test the effectiveness of these policies; Various projects related to the GEF international waters portfolio; Assessment, development and recommendation of innovative policies and strategies for environmentally sustainable freshwater use; Guidelines on best practices and information on environmentally sustainable technologies for environmentally sustainable freshwater management; Guidelines on improved decision-making, planning and management of water infrastructure in order to ensure environmentally sustainable outcomes; Activities to raise awareness and improve education and the participation of the general public; Technical cooperation for environmentally sustainable water resources management, including environmental risk management, pollution abatement and control and regulatory and economic instruments, among others; Capacity-building, including legal and institutional frameworks at the country and regional levels for the achievement of environmentally sustainable water resources management (note that capacity-building will be an integral part of most activities).
