Countries without access to these sources of financing were concerned about the necessary institutional factors (e.g., political stability, good governance, transparency and accountability, consistency of government policies and minimal policy reversal, and efficient legal and judiciary institutions capable of enforcing contracts and agreements) that were binding and also about the strategies they should develop to attract such funding.
