A decentralized, heterogeneous and networked world in which non-hierarchical units focused on specific problems had virtually replaced the old model of sovereign States, creating not anarchy or world government but “networked minimalism”.
وأضافت أن النموذج القديم للدول ذات السيادة أخذ يحل محله عالم لامركزي متغاير العناصر ومتصل شبكياً تقوم فيه وحدات غير هرمية بالتركيز على مشاكل معينة، وهو وضع لا يخلق فوضوية أو حكومة عالمية، وإنما “شبكة تتسم بأقل هيكلية”.
