During the period under consideration, three thematic programme networks have been launched at workshops, where each of the institutional focal points designated in 1999 to coordinate the establishment and activities of the networks was able to bring together the African regional institutions specializing in the appropriate domains, selected national focal points for the Convention, and other partners concerned, to draw up a programme of work indicating priority activities for the short and medium term and the roles of the various entities concerned.
وخلال الفترة قيد الاستعراض، عُقدت حلقات عمل من أجل تدشين ثلاث شبكات لبرامج مواضيعية، وتمكنت فيها كل جهة من جهات الوصل المؤسسية الثلاث التي عُينت سنة 1999 لتنسيق إنشاء الشبكات وأنشطتها من جمع مؤسسات إقليمية أفريقية متخصصة في الميادين المناسبة ومجموعة مختارة من جهات الوصل الوطنية المعنية بالاتفاقية وشركاء آخرين معنيين، من أجل وضع برنامج عمل لتحديد الأنشطة التي ينبغي الاضطلاع بها على سبيل الأولوية في الأجلين القصير والمتوسط، ولتحديد أدوار مختلف الجهات الفاعلة.

Constituting a technical capability in selected domains to provide technical assistance on waste topics, laying particular emphasis on waste and chemical-related issues; Conducting regular self-assessment of centres' organizational capacity to deliver and rectify any deficiencies; Bringing multiple partners together around well-defined issues with a view to optimizing solutions; Evaluating strengths and weaknesses in the organizational structure to meet expected outcomes, to be able to address emerging issues and respond to requirements by funding partners; Developing an efficiency agenda; Promoting front-line activities.
إنشاء قدرات تقنية في مجالات منتقاة لتوفير المساعدة التقنية في الموضوعات المتعلقة بالنفايات والتشديد بوجه خاص على القضايا المرتبطة بالنفايات والمواد الكيميائية؛ إجراء تقييمات ذاتية منتظمة للقدرة التنظيمية للمراكز على التنفيذ، وتصويب أوجه قصور؛ تجميع شركاء عديدين حول قضايا جيدة التحديد بهدف الوصول إلى الحلول الأمثل؛ تقييم جوانب القوة وأوجه الضعف في الهيكل التنظيمي لتحقيق النتائج المتوقعة، والقدرة على التصدي للقضايا الناشئة والاستجابة لشروط الشركاء من الممولين؛ وضع برنامج بشأن تحقيق الكفاءة؛ تشجيع قيام أنشطة رائدة.
