• In 1998, according to estimates by the National Institute of Statistics and Information Science, there were 1,313,873 women between the ages of 15 and 19 who were at risk of becoming pregnant if they were to become sexually active without taking any preventive measures. 13.4 per cent of this population (176,000) are already mothers or expecting for the first time.
