The Panel also found that, while Saudi Arabia's estimate of the extent of the core areas was accurate, Saudi Arabia had overestimated the extent of the peripheral areas and areas damaged by roads.

While the Panel considers that Saudi Arabia's estimate of 100 years for recovery in the core areas and in the small part of the compacted road areas is reasonable, it does not consider that the recovery times adopted by Saudi Arabia for most of the peripheral areas and areas damaged by roads are reasonable in the circumstances.
