• In 1991, the Secretary recommended, with Board approval, that re-entering participants who were nationals of the former USSR, the Ukrainian SSR and the Byelorussian SSR and had transferred their UNJSPF pension rights under the relevant transfer agreements should be permitted to restore their prior contributory service.

• In both the proposed agreement and its accompanying protocol, as well as in the recommendation of the Board to the General Assembly, the agreement was envisaged as the first step in addressing problems related to claims and representations made by former participants from the former USSR, the Ukrainian SSR and the Byelorussian SSR, including in particular those who had transferred their pension rights accrued in the Fund under the transfer agreements between the Fund and the three Governments concerned.
