• The Board found that any precautions that were taken by the IDF were clearly inadequate, in view of the firing of high-explosive shells into the compound and the firing of projectiles containing white phosphorus-impregnated wedges above the compound, exposing United Nations premises and personnel to the impact of heavy metal shell casings and to the incendiary effect of burning wedges, which placed the lives of those in the compound at risk, and could have ignited fuel in underground storage tanks and in three fuel tankers parked in the compound.
  وتبين للمجلس أن الواضح أن أية احتياطات اتخذها جيش الدفاع الإسرائيلي لم تف بالغرض، نظرا لإطلاق قذائف شديدة الانفجار على المجمع وإطلاق مقذوفات تحتوي على قطع إسفينية الشكل مخضبة بالفوسفور الأبيض فوق المجمع، مما عرّض منشآت الأمم المتحدة وموظفيها إلى تأثير أغلفة القذائف المصنوعة من معدن ثقيل وإلى الأثر الحارق للقطع الإسفينية المشتعلة، وهذا أمر عرض حياة من كانوا في المجمع للخطر، وكاد يتسبب في إضرام النار في الخزانات الموجودة تحت الأرض وفي ثلاثة صهاريج وقود كانت مركونة في المجمع.
