On 14 June 1999, the Special Rapporteur transmitted a joint urgent action with the Special Rapporteur on torture and the Special Rapporteur on extrajudicial, summary or arbitrary executions concerning Zulikar Memet and Saydakhmet Memet, who were reportedly detained in Urumqi, the capital of Xinjiang Uighur Autonomous Region, in 1998 and February 1999, respectively.
وفي 14 حزيران/يونيه 1999، وجه المقرر الخاص نداء عاجلا في مبادرة مشتركة مع المقرر الخاص المعني بمسألة التعذيب والمقرر الخاص المعني بحالات الإعدام خارج نطاق القضاء أو بلا محاكمة أو الإعدام التعسفي، فيما يتعلق بزوليكار ميميت وسيّد أحمد ميميت اللذين يُزعم أنهما احتُجزا في أورومكي، وهي عاصمة منطقـة كزينجيـان ويغور المستقلة ذاتيا، في عام 1998 وفي شباط/فبراير 1999، على التوالي.

On 17 August a joint urgent appeal with the Special Rapporteur on the question on torture was sent concerning the case of Zulikar Memet who was reportedly sentenced to death by the Ili Prefecture Intermediate People's Court, XUAR.
وفي 17 آب/أغسطس أرسل نداء عاجل مشترك مع المقرر الخاص المعني بمسألة التعذيب بشأن حالة زوليكار ميميت الذي قيل إنه حكمت عليه المحكمة الشعبية المتوسطة في منطقة إيلي بالإعدام.

On 17 August 1999, the Special Rapporteur sent a joint urgent action jointly with the Special Rapporteur on the question of torture and the Special Rapporteur on extrajudicial, summary or arbitrary executions concerning Zulikar Memet, who was reportedly sentenced to death on 25 July 1999 by the Ili Prefecture Intermediate People's Court in the Xinjian Uighur Autonomous Region.
وفي 17 آب/أغسطس 1999، أرسل المقرر الخاص نداءً عاجلاً في مبادرة مشتركة مع المقرر الخاص المعني بمسألة التعذيب والمقرر الخاص المعني بحالات الإعدام خارج نطاق القضاء أو بلا محاكمة أو الإعدام التعسفي، فيما يتعلق بزوليكار ميميت، الذي يُزعم أنه حُكم عليه بالإعدام في 25 تموز/يوليه 1999 في محكمة الشعب بالدرجة الوسطى في محافظة إيلي بمنطقة كزينجيان ويغور المستقلة ذاتيا.

It was reported that they were accused of “assisting separatists/terrorists” and arrested because they are brothers of Hemet Memet, who was previously detained on 11 February 1999 along with Kasim Mahpir and Ilyas Zordun: all were reportedly accused of involvement in “ethnic separatist activities”.
وأفيد بأنهما اتهما ب "مساعدة الانفصاليين/الإرهابيين" وأُوقفا لأنهما أخوا هيميت ميميت الذي احتُجز سابقا في 11 شباط/فبراير 1999 إلى جانب قاسم مهبير وإيلياس زوردون؛ ويُزعم أنهم اتهموا جميعا بالمشاركة في "أنشطة انفصالية عرقية".
