  وتُستعمَل بعد ذلك الميزة النسبية أو الخاصية التنافسية للمنطقة ووفورة مجالاتها، من بين أمور أخرى، كمعايير أساسية في انتقاء مجالات/مبادرات البرنامج؛ بناء القدرات - يشجع البرنامج بناء القدرات المحلية في مجالات التخطيط التشاركي - التنفيذ والرصد والتقييم وإجراء البحوث والإرشاد والمعالجة والتسويق وتنظيم المشاريع، من بين أمور أخرى؛ تحديد أهداف مركزة - توضع المشاريع على أساس حالة الأشخاص.

  « له » تعالى « دعوة الحق » أي كلمته وهي لا إله إلا الله « والذين يدعون » بالياء والتاء يعبدون « من دونه » أي غيره وهم الأصنام « لا يستجيبون لهم بشيء » مما يطلبونه « إلا » استجابة « كباسط » أي كاستجابة باسط « كفيه إلى الماء » على شفير البئر يدعوه « ليبلغ فاه » بارتفاعه من البئر إليه « وما هو ببالغه » أي فاه أبدا فكذلك ما هم بمستجيبين لهم « وما دعاء الكافرين » عبادتهم الأصنام أو حقيقة الدعاء « إلا في ضلال » ضياع .

• 28G.33 The subprogramme is expected to achieve its objectives and expected accomplishments on the assumption that (a) the evolution of technology and developments in related industries are in line with and conducive to the information and communications technology strategy, and emerging and leading edge technology as well as technologically skilled people are readily available, (b) there are no sudden or unexpected political, economic or technological changes that adversely affect the scope of services and (c) the United Nations entities in Nairobi serviced by the Office and the host country extend their full cooperation.
  28 زاي-33 يُتوقع أن يحقق البرنامج الفرعي أهدافه وإنجازاته المتوقعة على افتراض ما يلي: (أ) أن يتمشى تطور التكنولوجيا وما تشهده الصناعات المتصلة بذلك من تطورات مع استراتيجية وتكنولوجيا المعلومات والاتصالات ومفضيا إلى تنفيذها، وأن تتوافر بسهولة التكنولوجيا المستجدة والرائدة، فضلا عن الأفراد ذوي المهارات التكنولوجية، (ب) ألا تحدث تغييرات سياسية أو اقتصادية أو تكنولوجية مفاجئة أو غير متوقعة يمكن أن تؤثر تأثيرا سلبيا على نطاق الخدمات، (ج) أن تتعاون كيانات الأمم المتحدة التي يخدمها المكتب في نيروبي والبلد المضيف تعاونا تاما.
