وفي ظروف كهذه، لا تتوافر لصغار التجار الموارد اللازمة للدفاع عن مصالحهم دفاعاً مناسباً؛ (ج) وفي معظم قضايا مكافحة الإغراق يُستبعد منتج من السوق لعدد من الأسباب مثل عدم التيقن من التبعة أو لأن الهوامش لا تتعلق بالضرر (قاعدة تقليل الرسوم)؛ (د) تميل إجراءات مكافحة الإغراق إلى تشويه القرارات الاستثمارية وتشجع الاستثمار في الأسواق الأكبر؛ (ه) فيما يتعلق بقواعد التراكم يكون لإجراءات مكافحة الإغراق أثر غير متناسب على صغار الموردين.
