In the second semi-annual report (S/2005/673 of 26 October 2005), the Secretary-General was able to certify that despite ongoing and necessary work to ensure the broad freeness and credibility of electoral processes in Lebanon, the operational requirement of free and credible parliamentary elections derived from resolution 1559 (2004) had been met.
