The Presidential veto provided for a pregnancy to be interrupted exclusively in the cases stipulated in article 447 of the Penal Code, rather than in all instances of rape, in order to safeguard the constitutional principle of the right to life from the moment of conception, but it maintained the obligation to treat women in the process of aborting or in inevitable cases of abortion duly diagnosed by the staff responsible for treatment (article 30).
وتضمن رفض رئيس الجمهورية ”إمكانية وقف الحمل فقط في الحالة المنصوص عليها في المادة 447 من القانون الجنائي، دون غيرها“، وليس في جميع حالات الاغتصاب، من أجل حماية المبدأ الدستوري للحق في الحياة، من بداية الحمل، مع الإبقاء على الالتزام ”بالعناية بالمرأة في حالات الإجهاض الجارية أو التي لا يمكن تفاديها، والتي يقوم المسؤولون عن العناية بتشخيصها على النحو الواجب“ (المادة 30).
