I therefore ask you in your capacity as sponsor of the memorandum of understanding to draw the attention of all the accredited agencies in Iraq, especially those responsible for the implementation (on behalf of the Government of Iraq) of programmes in Iraq's northern governorates, to proceed in accordance with the mechanism for full coordination with the Iraqi agencies, each in its area of competence, and in such a manner as to preserve the resources resulting from the memorandum of understanding in order to meet the urgent humanitarian needs of the Iraqi people and avoid wasting them on items that only serve the narrow interests of certain traders and the beneficiaries of practices that are incompatible with the provisions of the memorandum of understanding and with the nature of the basic objective that it endeavours to achieve.
  إنني في الوقت الذي أسجل فيه احتجاج العراق الشديد على تصرف هيئات الأمم المتحدة المعنية بقطاع الكهرباء والذي يشكل تبديدا واضحا لأموال العراق في مشاريع غير مجدية اقتصاديا لا سيما وأنه بالإمكان استغلال هذه الموارد الكبيرة في تعزيزالقدرات الإنتاجية لقطاع الكهرباء بأسره لتشمل كل مناطق العراق بما فيها المنطقة الشمالية، فإنني أرجو من سيادتكم بصفتكم راعي مذكرة التفاهم لفت نظر جميع الوكالات المعتمدة في العراق ولا سيما الوكالات المسؤولة عن تنفيذ البرامج في محافظات العراق الشمالية (نيابة عن حكومة العراق) بالعمل وفق آلية التنسيق الكامل مع الهيئات العراقية المختصة كل في مجال عملها وبالشكل الذي يحفظ الموارد المتأتية من مذكرة التفاهم من أجل الاستجابة للاحتياجات الإنسانية العاجلة لأبناء شعب العراق وعدم تبديدها في أمور لا تخدم سوى مصالح ضيقة لبعض التجار والمنتفعين من مثل هذه الممارسات التي تتناقض مع أحكام مذكرة التفاهم ومع طبيعة الهدف الإنساني الذي تسعى المذكرة إلى تحقيقه.
