(a) By reformulating the definition of visitors to cover all travellers except those taking trips for the purpose of being employed by a resident entity in the place visited and by explicit inclusion of persons in transit entering the legal and economic territory of a country (provided that they do not enter for the purpose of being employed by a resident entity in the place visited);
(أ) إعادة صياغة تعريف الزوار ليشمل كافة المسافرين باستثناء من يسافر للعمل لدى كيان مقيم في البلد الذي يزوره، مع النص صراحة على أن يُدرج في هذا التعريف الأشخاص العابرون الذين يدخلون النطاق القانوني والاقتصادي لبلد ما (شرط عدم دخولهم للعمل لدى كيان مقيم في المكان الذي يزورونه)؛
