The Panel pointed out that current Secretariat staffing levels and job demands in the peace and security sector more or less preclude departmental policy planning and that the Executive Committee on Peace and Security should have, in one place, a professional system for accumulating knowledge about conflict situations, distributing that knowledge efficiently to a wide user base, generating policy analysis and formulating long-term strategies.
