Mr. Ashford continued the presentation by explaining that the task force had considered four HCFC phase-out scenarios: the “baseline” scenario (growth in consumption up to 2015, followed by a constant level of consumption and instantaneous phase-out in 2040); the “freeze 2012” scenario (growth in consumption up to 2012, followed by a constant level of consumption with instantaneous phase-out in 2040); the “linear 2021” scenario (growth in consumption up to 2015, followed by a constant level of consumption until 2021 and linear phase-out ending in 2030); and the “linear 2016” scenario (growth in consumption until 2015, followed by linear phase-out beginning in 2016 and ending in 2025).
واصل السيد آشفورد إلقاء كلمته فأوضح أن فرقة العمل نظرت في أربعة سيناريوهات للتخلص التدريجي من مركبات الكربون الهيدروكلورية فلورية، هي: سيناريو "خط القاعدة" (نمو الاستهلاك حتى سنة 2015، يتبعه مستوى مستقر من الاستهلاك وعلى الفور تخلص تدريجي حتى سنة 2040)؛ و"سيناريو التجميد 2012" (نمو الاستهلاك حتى سنة 2012، يتبعه مستوى مستقر من الاستهلاك وتخلُّص فوري في سنة 2040)؛ والسيناريو "الخطّي 2021" (نمو الاستهلاك حتى سنة 2015، يتبعه مستوى مستقر حتى سنة 2021 وتخلص تدريجي خطّي ينتهي في سنة 2030)؛ والسيناريو "الخطي 2016" (نمو الاستهلاك حتى سنة 2015، يتبعه تخلص تدريجي خطّي يبدأ من سنة 2016 وينتهي في سنة 2025).
