Exceptionally, payments from frozen accounts and transfers of frozen capital assets may be authorized if they serve to protect Swiss interests or to prevent hardship cases.
ويمكن بصورة استثنائية السماح بتسديد مبالغ مسحوبة من الحسابات المجمدة وبتحويل أصول مالية مجمدة إذا كان الغرض من ذلك حماية المصالح السويسرية أو الحيلولة دون حالات الضرورة القصوى.

As already mentioned in the report of Switzerland of 21 June 2002 on the implementation of resolution 1390 (2002), by way of exception payments from blocked accounts and transfers of frozen capital assets may be authorized if they serve to protect Swiss interests or to prevent hardship cases (arts. 3 and 4 of the Ordinance).
على نحو ما سبق ذكره في التقرير الذي قدمته سويسرا في 21 حزيران/يونيه 2002 والمتعلق بتنفيذ القرار 1390 (2002)، يجوز استثنائيا الإذن بصرف مبالغ تقتطع من الحسابات المحجوزة وبإجراء تحويلات من رؤوس أموال مجمدة، إذا أدى ذلك إلى حماية مصالح سويسرا أو الحيلولة دون وقوع أضرار (المادة 3، الفقرة 4 من المرسوم).

The State Secretariat for Economic Affairs may, by way of exception, after having consulted the competent offices of the Federal Department of Foreign Affairs and the Federal Department of Finance, authorize payments from frozen accounts and transfers of frozen capital assets and the release of frozen economic resources to protect Swiss interests or to prevent hardship cases.
يحظَّر توفير ممتلكات للأشخاص والشركات والكيانات الذين يستهدفهم تجميد الممتلكات، أو وضع ممتلكات أو موارد اقتصادية بتصرفهم بشكل مباشر أو غير مباشر.

Financial intermediaries as well as insurance companies are also obliged to notify the Ministry of the Economy and Finance of the amount of capital frozen and any other financial resources frozen, within thirty days of the date on which the capital or the resources were constituted.
ويلتزم الوسطاء الماليون، كما تلتزم شركات التأمين، بإخطار وزارة الاقتصاد والشؤون المالية بمبلغ رأس المال المجمد وبأي موارد مالية أخرى تكون قد تعرضت للتجميد، وذلك خلال ثلاثين يوما منذ موعد تكوين رأس المال أو الموارد.
