• In bringing this matter before the Committee on Relations with the Host Country, the Permanent Mission of the Libyan Arab Jamahiriya to the United Nations demands that the host country should comply, as it has undertaken to do in that capacity, with the provisions of international law as codified in the international instruments cited above and that it should take immediate measures to halt the sale by the New York City authorities of the so-called delinquent taxes and charges (which are absolutely illegal), as announced by their notice of 12 March 2002.

• He also warned that recent events on the mainland could have a trickle-down effect and that, should the revenue picture change, the Territory would have to spend less.13 In his State of the Territory address of January 2002, the Governor reported that, in spite of the odds, over the last three years, the Government had “restored fiscal discipline, earned the respect of the federal Government, developed a five-year economic recovery plan, generated record revenues, paid delinquent tax refunds and overdue vendor bills, reduced its debt, paid government-workers their long-delayed increases and laid the foundation for a broad-based recovery that can survive the uncertainties on the mainland”.
  كما نبّه الحاكم إلى أن آثار الأحداث الأخيرة التي جدَّت في الولايات المتحدة يمكن أن تصل إلى الإقليم حيث سيتعين عليه التقليص من النفقات إذا حدث تغيير في الإيرادات(13). وقال الحاكم في خطاب حالة الإقليم الذي وجهه في كانون الثاني/يناير 2002، إن الحكومة، برغم الصعوبات، تمكنت على مدى السنوات الثلاث الماضية من “استعادة الانضباط المالي، ونَيل احترام الحكومة الاتحادية، ووضع خطة انتعاش اقتصادي تمتد على خمس سنوات، وتحقيق أرقام قياسية في الإيرادات، ودفع ما هو مستحق في ذمتها من مسترجعات ضريبية والفواتير المتأخرة السداد، وتقليص الدين، وتسديد الزيادات التي تأخر دفعها طويلا لموظفي الحكومة، ووضع الأساس لتحقيق انتعاش شامل يقدر على مواجهة حالات عدم التيقن في الولايات المتحدة”.
