  وتهدف نماذج البنك الدولي الحالية في مجال الإصلاح الزراعي التي تستخدم “آليات السوق” أو التي تكون “موضوع تفاوض”، إلى التغلب على مقاومة فئات النخبة المميزة للإصلاح الزراعي، عن طريق تقديم قروض لمزارعين غير مالكين للأرض أو لما يكفي احتياجاتهم منها، لتمكينهم من شرائها بأسعار السوق من ملاّك الأراضي، على أن يقتصر دور الدولة على الوساطة وتقديم القروض(24). وقد تعرضت هذه النماذج لنقد لاذع من جانب المنظمات غير الحكومية والحركات الاجتماعية التي تدعي بأن تلك النماذج تقوض برامج الإصلاح الزراعي الأكثر قدرة على تحقيق تحول حقيقي (في البرازيل مثلا)(36).
