• In recent years there has been a dramatic expansion in the complexity of United Nations global operations and mandates, including in the areas of peacekeeping and peacebuilding, security, the Millennium Development Goals, humanitarian affairs and human rights, control of drugs and crime, climate change, food and other critical global issues.

• His delegation noted with satisfaction that the proposed programme budget was consistent with the medium-term plan and the priorities set out in the budget outline approved by the General Assembly in 1998. It welcomed the allocation of more resources to such priority areas as development in Africa, humanitarian assistance, human rights, drug control, staff training and internal oversight.

• (c) Take steps to train the armed forces of the Democratic Republic of the Congo (including in international humanitarian law and human rights), control them and instil discipline in them; give them the means to put a stop to the violence, by urging foreign militia to return to their countries, encouraging Congolese refugees, regardless of their ethnic origin, to return home, taking control of all the country's borders and restoring law and order to areas where it has broken down and where human beings are used as slaves by those looting the country's natural resources, arms-traffickers and bandits of all descriptions;
