Whereas cooperation with other counterparts is based on `political will' from the respective governments, through bilateral government-to-government (G-to-G) cooperation. As Indonesia never concluded any defense treaty nor is it a member of any defense pact, Indonesia's framework of intelligence cooperation is therefore not bound by any legal provision.

During the reporting period, the Parliament adopted key laws on the delimitation of the maritime boundaries of the Democratic Republic of the Congo, the law on amnesty for the armed groups in North and South Kivu, and a text authorizing the ratification of the 2003 Mutual Defense Pact of the Southern African Development Community (SADC).

In addition, the peace and security architecture includes the African Union Non-Aggression and Common Defense Pact, adopted by the 4th Ordinary Session of the Assembly of the Union, held in Abuja, Nigeria, in January 2005; the Common African Defense and Security Policy (CADSP), adopted by the 2nd Extraordinary Session of the Union, held in Sirte, Lybia, in February 2005; as well as other security instruments of the Union, such as the Treaty establishing the African Nuclear Weapons Free-Zone (the Pelindaba Treaty), and the Convention for the Prevention and Combating of Terrorism.
