تفضل صاحب السمو الراحل الشيخ/جابر الأحمد الجابر الصباح (رحمة الله عليه) - آنذاك بإصدار مرسوم أميري بتاريخ 19 حزيران/يونيه 1991 رقم 38/91 بإنشاء "مكتب الشهيد" الذي يسعى لتحقيق أهداف محدده تتمثل بتكريم شهداء الكويت وتخليد بطولاتهم وتضحياتهم في الدفاع عن الوطن وكرامته ورعاية أسرهم وذويهم في مجالات الحياة المختلقة واستثمار القيمة العظيمة للشهادة.
