In 1999, the Brothers of Charity founded the International Institute Canon Triest, an international teaching and research institute that includes pre-academic, academic, and post-academic training of professionals from developing countries to prepare for administrative, clinical, paramedical, and educational functions in services for individuals with disabilities, individuals with severe mental health problems, and other individuals who are challenged through society rejection and lack of proper treatment.

a) In June 2004 the IPPF EN constitution was amended to modify the organization's aims and purposes to read as specified in bold print in paragraph (i) above, with the additional wording: “In furtherance of the foregoing objects but no further or otherwise the Region shall have the power: to stimulate and assist organisations active in the field of sexual and reproductive health and rights (SRHR) in all countries within the Europe region; to encourage the training of medical, paramedical, social welfare, educational and other appropriate personnel in the practical implementation of sexual and reproductive health services; to organise regional meetings and conferences; and to take all appropriate measures to further the above objects.” Other significant amendments to the IPPF EN constitution covered the following items:
