• In recognition of the need for an international effort to address the problems faced by persons with disabilities, the General Assembly proclaimed the year 1981 as the International Year of Disabled Persons under the theme “full participation and equality”. It established a United Nations Trust Fund to finance these activities and to draw the attention of the international community to the situation and the needs of persons with disabilities.
  واعترافا بالحاجة إلى بذل جهود دولية للتصدي للمشاكل التي يواجهها المعوقون، أعلنت الجمعية العامة عام 1981 سنة دولية للمعوقين في إطار موضوع “المشاركة الكاملة والمساواة”، وأنشأت صندوقا استئمانيا للأمم المتحدة لتمويل هذه الأنشطة ولتوجيه انتباه المجتمع الدولي إلى حالة المعوقين واحتياجاتهم.
• In 1975, the United Nations agreed upon an international Declaration on the Rights of Disabled Persons and, at the initiative of the Government of Libya, the General Assembly of the United Nations proclaimed 1981 International Year of Disabled Persons. One of the results of this was that the General Assembly of the United Nations declared 1983-1992 as International Decade of Disabled Persons, after which 1993-2002 was proclaimed the Asian and Pacific Decade of Disabled Persons and 2000-2009 the African Decade of Disabled Persons.
