The risks of not doing so include lost momentum for anti-corruption programmes, immunity for serious offenders, wasted resources, general and private-sector disenchantment, the emergence of dysfunctional institutions, constitutional challenges, the need for further legal amendments, and an inability to coordinate and cooperate internationally.
ومن مخاطر عدم القيام بذلك فقدانُ الزخم اللازم لبرامج مكافحة الفساد وتمتُّع مرتكبي الجرائم الخطيرة بالحصانة وإهدار الموارد وخيبة أمل القطاعين العام والخاص وظهور مؤسسات عاجزة عن أداء وظيفتها وبروز تحديات دستورية وضرورة إجراء مزيد من التعديلات القانونية وعدم القدرة على التنسيق والتعاون على الصعيد الدولي.
