The Working Group noted that there was a variety of reasons why ALTs might be submitted, including imprecise or ambiguous specifications, errors in evaluating tender documentation, inadequate time given to suppliers to prepare tenders, suppliers' errors in assessing their own costs and inadvertent below-cost pricing during the auction process, and that these reasons might lead to the unintentional submission of ALTs.
ولاحظ الفريق العامل أن هناك أسبابا شتى لاحتمال تقديم عطاء منخفض السعر انخفاضا غير عادي، منها عدم دقة المواصفات أو غموضها وحدوث أخطاء في تقييم وثائق المناقصة وعدم كفاية الوقت المتاح للمورّدين لإعداد عطاءاتهم وارتكاب المورّدين أخطاء في تقدير تكاليفهم وما يحدث في عملية المناقصة من تسعير يقل عن التكلفة دون قصد، وأن هذه الأسباب قد تفضي إلى تقديم عطاءات منخفضة الأسعار انخفاضا غير عادي دون قصد.
