Given that El Salvador is not a federated State and its political-administrative subdivisions are departments and municipalities, that the entire territory of the country is on the Pacific watershed and that all surface and underground waters drain into the Pacific Ocean, aquifers and their recharge areas run through municipalities and departments at the underground level, taking as a basis the subsoil of the entire country.
بما أن السلفادور ليست دولة اتحادية وبما أن تقسيماتها الفرعية السياسية الإدارية هي المحافظات والبلديات، فإن كامل إقليم السلفادور يقع فوق مستجمع المحيط الهادئ وكل المياه السطحية والجوفية تصب في المحيط الهادئ، وتخترق طبقات المياه الجوفية ومناطق تغذيتها البلديات والمحافظات على المستوى الجوفي، جاعلة من باطن أرض البلد كله قاعدة لها.
