While it is not possible to follow a single approach to the issue of institutional renewal and while it is advisable to identify the specific requirements and the resources available, it is feasible to work out a set of principles and guidelines that pursue a triple objective. Firstly, the magistrates and judicial staff who were involved with the former system must be removed from the judiciary. Secondly, magistrates must be protected from arbitrary interference and from drastic, indiscriminate measures. Lastly, it must be ensured that the magistracy makes up a homogeneous body, of proven integrity and acknowledged irreproachable conduct.
