Ireland again considers it as de lege ferenda, to the extent that the inviolability of diplomatic and consular agents, premises, archives and documents may not exist “in all circumstances”: however, it clearly supports the provision, noting that “[t]here are other measures which may lawfully be taken as a response to an internationally wrongful act in relation to diplomatic and consular personnel and property and which would not be as deleterious to the functioning of the international legal system, for example a rupture of the diplomatic relations between the wronged and the wrongdoing State”.
فأيرلندا تعتبرها أيضا من قبيل القانون المرجو تطبيقه، من حيث أن حُرمة المعتمدين الدبلوماسيين والقنصليين والمباني والمحفوظات والوثائق الدبلوماسية والقنصلية قد لا تكون قائمة “في جميع الظروف”: ولكنها تؤيد بوضوح هذا الحكم وتلاحظ أن “ثمة تدابير أخرى يمكن اتخاذها قانونا للرد على فعل غير مشروع دوليا بالنسبة للموظفين الدبلوماسيين والقنصليين والممتلكات الدبلوماسية والقنصلية ولا تمس بنفس القدر أداء النظام القانوني الدولي لوظائفه ومنها مثلا قطع العلاقات الدبلوماسية بين الدولة المرتكبة للفعل غير المشروع والدولة المرتكب ضدها الفعل”.
