In line with the education reform principles, in 2004 a Law on Education and Upbringing of Children with Special Needs has been adopted, defining basic goals, as follows: providing equal education opportunities for all children; providing adequate conditions that enable optimal development; timely steering and inclusion into an appropriate educational program; individual approach; keeping the right balance between physical, intellectual, emotional, and social development; inclusion of parents into the processes of habilitation, rehabilitation, upbringing and education; achieving continuity of upbringing and educational programs; comprehensiveness and complexity of upbringing and education; organizing upbringing and education as close to home as possible.
ووفقاً لمبادئ إصلاح التعليم، اعتُمد في عام 2004 قانون بشأن تعليم وتنشئة الأطفال ذوي الاحتياجات الخاصة يحدد الأهداف الأساسية وهي: إتاحة فرص متساوية لجميع الأطفال للحصول على التعليم؛ وتهيئة الظروف الملائمة التي تساعد على النماء الأمثل للأطفال؛ وتوجيه الأطفال في الوقت المناسب نحو البرامج التعليمية المناسبة وإدماجهم فيها؛ والأخذ بنهج المعالجة الفردية للحالات؛ والحفاظ على التوازن الصحيح بين النمو الجسدي والفكري والعاطفي والاجتماعي؛ وإشراك الآباء في عمليات التأهيل وإعادة التأهيل والتنشئة والتعليم؛ وتحقيق الاستمرارية لبرامج التنشئة والتعليم؛ ومراعاة الطابع الشمولي والمعقد لعملية التنشئة والتعليم؛ وتنظيم عملية التنشئة والتعليم بأقرب الطرق الممكنة من البيت.
