In that regard, his delegation considered that, by contrast with the situation relating to late reservations, which always involved the exclusion or modification of obligations assumed by the State formulating them, the modification of a reservation could involve either the addition of new restrictions or partial withdrawal or a toning down of some of the restrictions initially contained in the reservation.
