To address social development by means of an inclusive concept embracing all issues related to development and adopt human development methods on the basis thereof; to incorporate qualitative issues in social action on the Council agenda and present these issues transparently; to devise clear and specific action programmes to confront the obstacles to social progress in the region; to promote Arab and Islamic values of social solidarity and cohesion, such as alms taxes, religious endowments, charity and philanthropic gestures in the financing of social action and meeting the wants of the needy, and to establish a developmental role for these values to reinforce the course of development in Member States.
أن يتم التعامل مع التنمية الاجتماعية بالمفهوم الشامل لها، بحيث تتناول كافة القضايا ذات الصلة بالتنمية، واعتماد مناهج التنمية البشرية في ذلك وإدراج القضايا النوعية في العمل الاجتماعي، على أجندة عمل المجلس، وطرح هذه القضايا بشفافية، ووضع برامج عمل محددة وواضحة لمواجهة المعوقات التي تعترض التقدم الاجتماعي في المنطقة، وأهمية تفعيل القيم العربية والإسلامية التكافلية والتضامنية في المجتمع، مثل الزكوات، والأوقاف والصدقات والمبرات، في تمويل العمل الاجتماعي وسد حاجات المحتاجين وأن يؤسس دور تنموي لهذه القيم، يعمل على تعزيز مسارات التنمية في الدول الأعضاء.
