In that connection, Iraq has explicitly stated its position in two internationally disseminated letters from His Excellency President Saddam Hussein, dated 15 September and 18 September 2001, which make reference to these facts. Their purpose is simply to encourage the United States to act responsibly, wisely, rationally, foresightedly and fairly, and to carry out a comprehensive review of its domestic and foreign policy in order to identify ways to guarantee the security and stability of the United States and of the international community at large, and not to act on an unbridled wish to incite hatred, chauvinism and a crusader mentality aimed at retaliating against an unknown enemy, or to exploit the attacks as a cover for settling old scores against any particular nation, religion or Arab or Islamic country.
ومن هذا المنطلق أوضح العراق موقفه بصورة واضحة، ووزع على جميع دول العالم في رسالتين للسيد رئيس الجمهورية صدام حسين في 15 و 18 أيلول/سبتمبر أشارت إلى هذه الحقائق، لا لشيء بل لتشجيع الولايات المتحدة الأمريكية على التصرف بمسؤولية وحكمة وتعقل ورؤية وتوازن من أجل إجراء مراجعة شاملة لسياستها في الداخل والخارج للوصول إلى السبل الكفيلة بأن تضمن لها وللمجتمع الدولي ككل الأمن والاستقرار وعدم الانجرار وراء الرغبة الجامحة في إثارة مشاعر الحقد والكراهية والشوفينية والصليبية والسعي للانتقام من عدو مجهول الهوية، أو اتخاذ التفجيرات غطاء لتصفية حسابات قديمة مع أمة بعينها أو دين بعينه أو دول عربية وإسلامية معينة.
