Since 2002, the Special Rapporteur has been engaged in research into innovative urban management and governance under globalization in cities of the MERCOSUR region (Montevideo, Uruguay; Porto Alegre, Brazil; Rosario, Argentina), using novel approaches to housing and human settlement that are in line with human rights norms and principles.
وقد تحرّى المقرر الخاص منذ عام 2002 الإدارة الحضرية الابتكارية في إطار العولمة في مدن منطقة السوق المشتركة لبلدان المخروط الجنوبي (مونتيفيديو، أوروغواي؛ بورتو أليغري، البرازيل؛ روزاريو، الأرجنتين) التي تُستخدم فيها نُهُج جديدة للإسكان والمستوطنات البشرية تتماشى ومعايير ومبادئ حقوق الإنسان(21).

Furthermore, the World Public Sector Report 2008, produced by the Division for Public Administration and Development Management, highlighted innovative local government practices, featuring the experience of two cities in Ecuador which are managed by indigenous mayors on the basis of a cross-cultural participatory approach.
