  هذا وقد تم السماح بمقتضى المرسوم بقانون رقم 2 لسنة 2001، في إطار القواعد القانونية المنظمة لذلك، بتملك غير البحرينيين للعقارات المبنية والأراضي، إيماناً من القيادة الحكيمة بعدم التفرقة بين المواطن والأجنبي في التملك على الرغم من أن تشريعات دول كثيرة سواء في الشرق أو الغرب لا تعطي هذا الحق للأجانب، الأمر الذي يعتبر خطوة حضارية من مملكة البحرين في مجال عدم التمييز بين البشر أينما وجدوا وأياً كانت جنسيتهم في تملك العقارات المبنية والأراضي في مملكة البحرين (انظر المرفق الخامس).
