• (b) It should be ensured that these national programmes take account of the cultural depth of racism and discrimination, which is reflected in a growing political and intellectual intolerance of cultural and religious symbols and expressions of communities, groups and individuals;

• These countries are thus confronted with three main challenges: recognition by the political authorities of the reality and depth of racism and discrimination; the formulation of policies and programmes that mitigate and remedy the structural, economic and social effects of discrimination in de facto multi-ethnic societies; and the need to combine a more open and determined fight against discrimination with the long-term construction of a democratic, egalitarian and interactive multiculturalism.
  ومن ثم، يتعين على هذه الدول مجابهة ثلاثة تحديات رئيسية هي: اعتراف السلطات السياسية بواقع العنصرية والتمييز وباستفحال الظاهرتين، وصياغة سياسات وبرامج لتدارك وتصحيح نتائج التمييز الهيكلية والاقتصادية والسياسية في آن معا في إطار مجتمعات متعددة الإثنيات بالفعل، وضرورة الربط بين مكافحة التمييز على نطاق أوسع وبمزيد من الإصرار، والقيام على المدى الطويل ببناء نظام متعدد الثقافات قوامه الديمقراطية والمساواة والتفاعل.
