In facing them and in promoting the development of responsibility and solidarity, local communities would have to be involved in evaluating and conserving nature, and they must receive a fair share of benefits.
وفي مواجهة هذه المشاكل وفي النهوض بتطوير المسؤولية والتضامن، يتعيَّن على المجتمعات المحلية أن تشارك في التقييم وصون الطبيعة، ويجب أن تتلقى نصيباً عادلاً من المنافع.

ولم يتم الاضطلاع بهذا البرنامج لتوعية عامة الناس بمصادر المياه العذبة فحسب، وإنما أيضا لتقييم حالتها من حيث حفظها وتلبية احتياجات السكان المحليين والتقدّم بتوصيات من أجل العناية بمصادر الأنهار في البلد وحمايتها.
