In this connection, it may be noted that the OECD secretariat has stated that there could well be situations, most likely outside the retail domain, where the notion of monopsony power would provide a good framework for investigating possible economic welfare losses occasioned by a firm enjoying a dominant position as a buyer, and that this is especially likely in cases arising in the agricultural sector where something close to monopsony power could produce a deadweight loss in producers' surplus and perhaps even, if downstream markets are insufficiently competitive, some deadweight loss as well in consumer surplus.
