• The main challenges in countries with economies in transition include: (a) linking external support to internal leadership and initiation; (b) coordinating with other sectors and across sectors; (c) finding the right pace and scope for the transition process in each country; (d) engaging key actors; (e) receiving political support and backing; (f) providing sufficient communication, information flows and transparency; (g) systematically using experiences from other countries; (h) combining local experience and international knowledge; (i) defining clear tasks and functions to all actors; (j) developing criteria for evaluating implementation and instruments; (k) making use of innovative financing solutions and voluntary certification; and (l) building capacity and investment in human resources.
  تشمــل التحديــات الأساسيــة داخـــل البلـــدان التـــي تمــر اقتصاداتها بمرحلة انتقالية ما يلي: (أ) وصل الدعم الخارجي بروح القيادة والمبادرة الداخلية؛ (ب) التنسيق مع العناصر الفاعلة الأخرى وعبر القطاعات؛ (ج) إيجاد الإيقاع والنطاق الصحيحين لعملية الانتقال داخل كل بلد؛ (د) إشراك العناصر الفاعلة الهامـــة؛ (هـ) تلقي الدعـــم والمساندة في المجال السياسي؛ (و) توفير الاتصالات الكافية، وتدفق المعلومات، والشفافية؛ (ز) الاستخدام المنتظم للخبرات المكتسبة من بلدان أخرى؛ (ح) الجمع بين الخبرة المحلية والمعرفة الدولية، (ط) تعيين مهام ووظائف واضحة لجميع العناصر الفاعلة؛ (ي) وضع معايير لتقييم التنفيذ والأدوات المستخدمـــة، (ك) الاستفادة من الحلول الابتكارية للتمويل والمصادقة الطوعية؛ (ل) بناء القدرات والاستثمار في الموارد البشرية.
