• Your predecessor, Mr. Boutros Boutros-Ghali, has stated on several occasions, and most recently in his 1999 book Unvanquished: A U.S.-U.N. Saga, that the no-flight zones are a unilateral measure, that they have no basis in international law and that no authorization was given for them or for the use of coercion to enforce them by the Security Council. Security Council resolution 688 (1991), under which the United States and the United Kingdom claim authorization, was not adopted under Chapter VII of the Charter, concerning the authorization of coercive enforcement measures.
  (ج) منذ فرض ما يسمى بمنطقتي حظر الطيران بشكل انفرادي والأمم المتحدة، ممثلة في الأمين العام السابق وكبار موظفيها ينأون بأنفسهم عن هذا العمل المنفرد باستخدام القوة ضد دولة مستقلة بدون تخويل من مجلس الأمن، وقد أكد سلفكم الدكتور بطرس بطرس غالي في أكثر من مناسبة وآخرها في كتابه (Unvanquished) أن مناطق حظر الطيران هي إجراء انفرادي ولا أساس لها في القانون الدولي ولم يصدر تخويل من مجلس الأمن بها أو باستخدام القوة لإنفاذها، وقرار مجلس الأمن 688 (1991) الذي تدعي أمريكا وبريطانيا أنه خولها بذلك لم يصدر بموجب الفصل السابع من الميثاق الذي يخول اتخاذ إجراءات إنفاذ قسرية، وأن مناطق حظر الطيران لم تحظ بدعم المجلس أبدا.
• This position is also supported by a former Secretary-General of the United Nations who, in his book entitled Unvanquished: a U.S.-U.N. Saga, makes it clear that the American claim that Security Council resolution 688 (1991) authorizes the launching of attacks against Iraq in order to enforce the no-fly zone is baseless and that the enforcement of the no-fly zones, far from having been endorsed by the Security Council, is no more than a unilateral act by the Governments of Washington and London.
  كما أيَّـد هذا الموقف الأمين العام السابق للأمم المتحدة حين أوضح في كتابه “UNVANQUISHED” بأن الادعاء الأمريكي بأن قرار مجلس الأمن 688 (1991) يخول الهجوم على العراق ليس له أي أساس، وأن فرض مناطق حظر الطيران لم يحـظ بدعم مجلس الأمن أبدا. وإنما هو عمل انفرادي تمارسه حكومتا واشنطن ولندن.
