Starting in 2000, the Government was obliged to give priority to the need for modernization in order to make the Italian system more competitive, calling for reforms leading to a greater deregulation of the labour market, a lower tax load and a modernization of the welfare system.

To improve the possibilities of obtaining the additional investment required to reach the targets, the study suggests certain alternatives for improving the quality of spending; increasing the tax load to improve government spending capacities; prioritizing investment in children; promoting a more equitable allocation of resources; encouraging the participation of the population in the allocation, supervision and evaluation of the budgeting process; engaging private sector funding by creating a greater sense of social solidarity; and strengthening foreign support.
