• It was indeed the opposite of negative equality, bearing in mind that the Convention reframed the traditional equality approach; inter alia, it was not confined to legal and facial discrimination and discriminatory impact in the conventional legal sense; it signalled rejection of the traditional equality model; it showed that positive equality was not satisfied by treating all women equally but badly; and it also showed that a comparison of women and men in similar situations was not necessarily the most helpful legal approach, as in the cases of violence against women and reproductive rights.
  وهذا المصطلح نقيض لمصطلح المساواة السلبية، في ضوء مراعاة أن الاتفاقية قد أعادت صياغة نهج المساواة على الصعيد التقليدي؛ ومن الملاحظ، في جملة أمور، أنه لا يقتصر على التمييز القانوني والظاهري والأثر التمييزي من الناحية القانونية التقليدية؛ وهو يشير إلى رفض نموذج المساواة التقليدي؛ كما أنه يبين أن المساواة الإيجابية لا تقنع بمعاملة جميع النساء على نحو متساو وإن كان ذلك بشكل سيء؛ وهو يوضح كذلك أن المقارنة بين الرجال والنساء من ذوي الحالات المتساوية ليست بالضرورة أفضل نهج قانوني، كما هو الشأن في العنف ضد المرأة والحقوق الإنجابية.
• On the occasion of the adoption of the resolution, Ithe Executive Director stated that "the passing of this resolution signals a sense of optimism, especially as shelter and human settlements are key elements in reaching long-term sustainable peace in the Middle East.” It was in this spirit, and encouraged by the cooperation of all parties leading to the adoption of the resolution by consensus, that UN-Habitat embarked on the immediate implementation of the resolution.
